Where can I go to find emergency/short-term housing?

As a person who is under temporary protection in Croatia, you can be accommodated in a shelter center for displaced persons - the stay here is short-term, usually up to 48 hours, and here you are provided with overnight accommodation, food, Internet connection, psychosocial and medical assistance. After that, you will be offered a more permanent place of residence in one of the institutions of collective accommodation for displaced persons.

Can I access public housing or housing provided by the state? How and where do I apply for public housing?

Once you are granted asylum you will be entitled to two years of subsidised housing/accommodation provided by the state. The right to subsidised accommodation may last for up to two years from the day you receive your positive decision on granted protection if you do not have your own financial means. You need to submit an accommodation request to the local social welfare centre based on the place of residence as soon as possible after you receive your residence permit. Your Integration Officer will provide you with all the necessary information, while this right will be enabled through your Centre for Social Welfare and Central State Office for Reconstruction and Housing Care.

Later, you may be accommodated in a collective housing facility for displaced persons - this is a more permanent form of accommodation, in which you are provided with housing, food and Internet connection. In these establishments, hotel staff work, to whom you can contact for all questions related to accommodation and stay, and employees of the Civil Protection Office and the Croatian Red Cross will visit you every day and coordinate all actions regarding all your requests and needs.

If I am staying with friends and family in the long term, what documents do I need to fill out to make it official? How can I obtain proof of residency?

If a person is staying with friends or family, it will be necessary to contact police station in the place where you will be living. In that police station, a person has to file an application for temporary protection, which will include registration of address of temporary stay.

If the person does not want to file an application for temporary protection, it will be necessary to file an individual application for temporary stay.

In any of those cases, for registration of temporary stay at a private accommodation, a displaced person will have to submit notarized lease agreement, deed of ownership and notarized statement of the owner of the apartment, as well as a notarized copy of his identification document.

If a person has registered for temporary protection, he/she will gain an Identity card of an alien under temporary protection containing their residence address. If a person has not registered for temporary protection, he/she will gain a resolution of a competent body confirming their residence address.

Any change of address will have to be reported to the police station of the place of the new address. In that case, a new Identity card of an alien under temporary protection or a new resolution will be passed.

Also, the Decision on the financing of housing costs for displaced persons from Ukraine in individual accommodation was amended.

The above-mentioned amendment made it possible to extend the lease of residential units until 4 March 2024 at the latest, in accordance with the extended temporary protection status for displaced persons from Ukraine by 4 March 2024.

Owners of properties that host displaced people from Ukraine have the right to get a monthly subsidy from the state to cover the costs of renting and utilities. It is possible to get up to 3.600 kuna per month.

For hosting singles, property owners can get 50 kuna per day. For hosting more than one person, owners can get the following amounts:

  • One person โ€“ 40 kuna per day;
  • Second person โ€“ 30 kuna per day;
  • Third person โ€“ 20 kuna per day;
  • Fourth and every next person โ€“ 10 kuna per day.
